Steps to Open a Daycare Center
  1. Obtain a Building Permit
    • Submit architectural drawings to the Division of Building and Housing (Room 505, Cleveland City Hall).
    • Drawings should include floor plans, electrical, HVAC, plumbing, and kitchen layout (if serving meals).
    • A General Contractor registered in Cleveland must obtain the permit.
    • If denied, you may appeal for a variance before the Board of Zoning Appeals.
  2. Apply for a Certificate of Occupancy
